In cross-border sourcing, price and quality are only the starting point. Smooth customs clearance, predictable lead times and reliable compliance shape the total cost of your supply chain just as much.
AEO Advanced Certification (Authorized Economic Operator) is the authoritative benchmark for these capabilities. AEO is a programme promoted by the World Customs Organization (WCO). China Customs grants Advanced Certified Enterprises its highest credit rating and a range of clearance benefits.
For European and North American OEMs and buyers, working with a China AEO certified supplier means less customs uncertainty, steadier deliveries and lower supply chain risk.
Hebei Tongsource International Trade Co., Ltd. is a wholly-owned subsidiary of Hebei Huami New Material Technology Co., Ltd., listed on the Beijing Stock Exchange (stock code: 920247). Tongsource handles the export of the group’s commercial vehicle rubber damping parts, seals, engineering plastic parts and self-lubricating bearings.
Under the revised Measures on Enterprise Credit Management (GACC Order No. 282), effective 1 April 2026, China Customs rates enterprises in five tiers: Advanced Certified, Certified, Ordinary, Dishonest and Seriously Dishonest.
Advanced Certified and Certified enterprises are China’s AEOs, and Advanced Certified is the highest tier.
According to a GACC press conference in February 2026, China had 6,876 AEO enterprises at the end of 2025. They represent only about 1% of active import-export enterprises, yet account for nearly 40% of national trade value.
Certification requires a full customs audit of internal control, financial health, legal compliance and trade security, followed by periodic re-assessment.
China has signed AEO mutual recognition arrangements (MRAs) with 32 economies covering 58 countries and regions, with 52 of them already in force, more than any other customs administration. The EU is one of China’s key MRA partners.
3.1 Highest customs credit tier: Advanced Certified Enterprise is the top tier of China Customs’ five-level credit system, granted only after strict audits of internal control, finance, compliance and trade security.
3.2 Faster clearance, fewer inspections: Priority handling and reduced supervision. In 2025, the average inspection rate of AEO enterprises was only 18.5% of that of ordinary traders.
3.3 Mutual recognition abroad: China has signed AEO MRAs with 32 economies covering 58 countries and regions, 52 of them already in force, including the EU.
3.4 More predictable lead times: Fewer export-side holds mean fewer stock-outs and fewer costly emergency air shipments.
3.5 Supply chain security proof: The audit covers cargo, premises, personnel and business-partner security, useful evidence for supplier qualification.
3.6 Joint incentives: Access to 40+ facilitation measures from market regulation, tax and other authorities.
Under the EU–China AEO MRA, goods imported from a Chinese AEO can receive favourable risk assessment and clearance treatment at EU customs.
The condition: the exporter provides its AEO code, and the importer declares it correctly under EU customs rules. We include this code in the documents for every shipment.
To be clear, the United States does not currently implement AEO mutual recognition with China, so US importers do not receive MRA-based clearance benefits at US ports.
However, AEO Advanced still ensures efficient export-side clearance, cargo security and a clean compliance record. For US companies running C-TPAT or similar programmes, it is strong evidence when assessing an overseas supplier’s security level.
Huami is a manufacturer of rubber and engineering plastic components for commercial vehicles. As its wholly-owned export subsidiary, Tongsource serves overseas customers directly, factory to buyer.
• Rubber damping parts: bushings, engine mounts, cab suspension bushings, stabiliser bar bushings
• Rubber seals in NBR, EPDM, FKM and other compounds
• Engineering plastic parts and self-lubricating bearings: injection-moulded plastic, filament-wound composite and metal-polymer composite
• China Customs AEO Advanced Certification (insert AEO code before publishing)
• IATF 16949, ISO 9001, ISO 14001 and ISO 45001
• Listed-company governance and disclosure: transparent finances, stable operations
Faster export clearance and fewer inspections. In 2025 the average inspection rate of AEO enterprises was only 18.5% of that of ordinary traders, so shipments are far less likely to be held at Chinese ports.
Share your EORI number and customs broker when ordering. We state our Chinese AEO code on the commercial invoice and shipping documents, and you or your broker declare it under EU rules to trigger MRA treatment.
Yes, but in a different way. With no China–US AEO MRA in force, it brings no clearance benefit at US ports. Its value lies in more reliable export-side delivery and as evidence for supplier security audits.
Not directly. AEO is a customs credit and trade security certification. Product quality is assured by our IATF 16949 system, material testing (hardness, tensile strength, compression set) and outgoing inspection. Together they control both quality risk and delivery risk.
Export-side uncertainty drops, but ocean transit time does not change. We recommend combining AEO supply with safety stock or staggered shipments to balance inventory cost and stock-out risk.
Yes. Commercial invoice, packing list, certificate of origin and HS code guidance are standard. Material certificates and REACH/RoHS declarations are available per project.
Search our company name on the China Customs Enterprise Credit Information Disclosure Platform, or ask us for the certificate copy and AEO code to cross-check.
China Customs re-assesses AEO enterprises periodically. Under Order No. 282, a company with minor violations may receive a rectification period of up to one year, during which its rating is kept but related facilitation is suspended. We suggest reviewing AEO status in your annual supplier audit.
AEO benefits apply to the company’s general trade declarations. Samples sent by international express usually clear through courier channels, where facilitation depends on the courier’s clearance method.
AEO Advanced Certification is not a decorative certificate. It is an authoritative verification of a company’s compliance, internal control and supply chain security. For OEMs and buyers sourcing commercial vehicle rubber and plastic parts from China, it significantly reduces customs delays and supply chain risk.
As the wholly-owned export subsidiary of Huami, Tongsource combines listed-company manufacturing strength with AEO Advanced clearance advantages to deliver stable, compliant and traceable factory-direct supply.
